Projects

Each year, CEDAC works closely with our non-profit partners across the Commonwealth to provide technical assistance and early-stage project financing for affordable housing and early education facility development. This assistance supports a wide variety of projects, large and small, rental and homeownership, mixed-income and deeply targeted, serving families with infants to school age children and individuals, and located in urban, suburban and rural communities. Many of the projects highlighted on this page will stabilize the lives of vulnerable residents by giving them a safe place to live and by offering access to support services that will improve their lives. We're proud to help build stronger communities in Massachusetts.

Belchertown Day School (BDS) constructed a new high-quality early learning center for 101 toddler, preschool, and out-of-school-time slots and expanded its program by nine toddler slots. The 8,600 square foot building is located on the campus of the former Belchertown State School as part of the mixed-use Carriage Grove neighborhood development. After losing the lease on their primary facility for most of their 40-year history, BDS worked closely with CIF, participating in our trainings and utilizing our technical assistance and loans, to design and create the ideal space for their early childhood education and out-of-school time programs, consolidating multiple sites into one new center. In partnership with Springfield College and The Irene E. & George A. Davis Foundation, Holyoke Chicopee Springfield Head Start constructed a high-quality early learning center following the principles of the national Educare model. There are 25 schools using the Educare model in 15 states, including the District of Columbia, and this is the first to be located in Massachusetts. The facility is located on land donated by Springfield College on a site cleared after a 2011 tornado destroyed this section of the City of Springfield. This center has an exceptional facility to serve infants, toddlers and preschoolers, all of whom are from low-income families. The center was designed to exceed square footage licensing requirements per child in a high-quality environment, and outdoor spaces take advantage of the natural topography through natural playspace climbing structures. Interior gross motor rooms offer interactive activity walls and gentle ramped platforms for children to explore.

The Greater Lowell Family YMCA improved its central facility by expanding the building to create a dedicated entry for the childcare program, improving the classrooms by introducing access to natural light and in-classroom restrooms, upgrading the HVAC system, completing safety and accessibility upgrades, and refurbishing the outdoor play area. The project, which includes 12,000-square-feet of renovated and newly constructed space, has improved 125 early childhood education slots and out-of-school time slots and added 62 slots.

The YMCA of the North Shore and its affiliate, the Cape Ann YMCA, constructed a multi-service YMCA building with licensed childcare, fitness facility, and community space as part of a major redevelopment of a 10.6 acre parcel in Gloucester. The project includes a 4,040 square foot Early Learning Center with a licensed capacity of 76 early childhood education slots as well as a 3,200 square foot outdoor play area.

Named after its non-profit developer, Cape Cod Village consists of 15 units of permanent supportive housing for adults with autism on a four-acre site in downtown Orleans. The project, designed in a campus-style setting, includes two residential buildings and a Community Resource Center, which serves as a central location for resident activities and as a resource for the Orleans community at large. Services are provided on a 24/7 basis by the North East Educational and Development Support Center (NEEDS).

NewVue Communities, Inc. has redeveloped Leominster’s historic Carter School into 39 units of affordable rental housing, with four fully accessible CBH units. Twenty three units are set aside for households at or below 60% AMI, including sixteen units set aside for ELI residents. Four units are set aside for formerly homeless households. NewVue will have a part-time resident services coordinator on site, and the Making Opportunity Count (MOC) will provide case management services to the formerly homeless families at the property. Carter School also received a $367,500 Home Funders Predevelopment Loan, which is financing designated for the production of permanent housing for ELI families in Massachusetts. CEDAC is one of Home Funders’ housing finance intermediaries.

A great example of transit-oriented development, Cote Village consists of 76 units of mixed-income family rental housing adjacent to the new Blue Hill Avenue MBTA commuter rail station in Mattapan. The development includes four townhouses along Regis Road and a 52-unit multifamily building on Cummins Highway, as well as 1,200 square feet of commercial space. The project will set aside eight units for ELI households.

Father Bill’s & MainSpring has developed ten studio units of permanent supportive housing for formerly homeless individuals, with a preference for veterans, on a site donated by Envision Bank in downtown Randolph. The two-story building includes a common room and a communal kitchen/dining room, as well as staff office space. Father Bill’s & MainSpring provides on-site case management and supportive services to all residents. All of the units are reserved for ELI households.

NeighborWorks Housing Solutions completed development of a new five-bedroom group home for adults with developmental disabilities and hearing impairments. Work, Inc. and the state’s Department of Developmental Services are providing comprehensive supportive services. All of the units are reserved for ELI households.

Coalition for a Better Acre/Veterans Northeast Outreach Center

The Coalition for a Better Acre and Veterans Northeast Outreach Center have partnered to construct 44 new units of multifamily rental housing near downtown Haverhill. The project primarily will serve veterans, including those with families. Veterans Northeast Outreach Center, Inc. (VNOC) is providing supportive services, and the VNOC campus is located one block away from the site. Eight of the units are designated for ELI households, and the other 36 units are designated for households at or below 60% AMI.

Designated by the City of Boston’s Department of Neighborhood Development (DND) to develop the site, Jamaica Plain Neighborhood Development Corporation has constructed 47 units of mixed-income rental housing on 10 parcels of vacant land across the street from Mildred Hailey Apartments in the Jamaica Plain neighborhood of Boston. Eighteen units will serve ELI individuals, with two targeted for 50% AMI and 27 units for 60% AMI. Additionally, the project will designate two units for formerly homeless households, with a total of five bedrooms set aside for clients of the state’s Department of Developmental Services (DDS). The project also received $200,000 from the Home Funders Predevelopment Loan.

Hearth, Inc. is a Boston-based non-profit dedicated to eliminating homelessness among the region’s elderly population. The organization is redeveloping a 34,415 square foot vacant lot into 54 units of permanent supportive housing for homeless and at-risk older adults. Nineteen units will be set aside for ELI individuals, 18 units for seniors at 50% AMI, and 17 units for seniors at 60% AMI. Eleven units will serve clients of the Department of Mental Health and Department of Developmental Services.

Lena Park Community Development Corporation and New Boston Fund have partnered to construct 100 mixed-income rental units in 23 townhouse-style buildings. The project includes seven FCF units and five CBH units. Sixteen of the units will be designated for ELI households. The 4-acre site is part of the former campus of Boston State Hospital.

WIT, Inc. (Women in Transition, Inc.) is a non-profit that offers access to shelter, housing, programming, and support to survivors of domestic violence and their children. The organization is building an 8-bedroom shelter in the Merrimack Valley. All units will be focused on ELI families.

When Valley Community Development Corporation purchased this property in 1990, it was a 15-unit single room occupancy (SRO) building with a common kitchen and four common bathrooms. They partnered with Way Finders to renovate and transform the site into 31 permanent supportive housing studio apartments. The property serves a variety of residents including formerly homeless households, low-income households, and persons with disabilities. The project was exemplary in its Minority-owned Business Enterprise (MBE) utilization, with 19% of total development cost from MBE contractors. Women's Institute for Housing and Economic Development developed 58 units of affordable, supportive housing for seniors on the 4-acre, former military base at Devens. All units are designated for households earning no more than 60% of AMI, with 15 units reserved for ELI households. The three-story building includes two elevators, a first-floor community room, and office space for the resident services coordinator and property management staff. The site includes 58 parking spaces and a community room reserved for programs. WIHED contracted with CHOICE, Inc. to serve as the property manager and service provider.

This preservation project represents the consolidation of two existing affordable housing developments, Westminster Court (70 units) and Wilshire Apartments (29 units). By joining the projects together, Urban Edge was able to leverage over $11 million in capital financing to pay for needed renovations. CEDAC provided extensive support throughout the development process, including a $3.3 million acquisition loan for the purchase of Wilshire Apartments, predevelopment lending for both developments, and funding through the FCF program.

Justin Norton and Emily Duncan, both teachers in the Boston Public School system, needed to modify their home because their 3-year old daughter, Elsie, has a rare genetic condition called Congenital Disorders of Glycosylation (CDG). As a result of her condition, Elsie has global developmental delays, decreased muscle tone, seizures, and low vision. Working with HMLP provider Metro Housing|Boston, the family accessed a $50,000 Home Modification Loan toward a $150,000 project to build a first-floor accessible bed/bath addition to their home along with an exterior ramp from the home to the driveway. They also moved their driveway from the left side of their home to the right in order to accommodate an accessible vehicle. According to Justin, “Despite her challenges, Elsie is a happy girl with a bright smile and a sunny disposition! The HMLP helped make our house more accessible for Elsie and gave us more room for her medical equipment."
