Evaluation of the Early Education and Out of School Time Capital Fund
Assessing the impact of facility improvement projects on organizations, educators, families, and children
The Early Education and Out of School Time Capital Fund (EEOST) is an innovative state-funded grant program for early education and out-of-school time programs that are renovating or newly constructing their facilities. Children’s Investment Fund is currently working with James Bell Associates, an independent evaluation firm, to assess the first 16 EEOST-funded projects in Massachusetts before and after they undergo renovation and/or construction. The study uses observational assessments, interviews, and surveys.
There is little research demonstrating the impact of improved early education and out-of-school time facilities on program quality and the healthy development of children. The hope is that this evaluation will help us understand how investing resources in facilities strengthens programs, families, and communities.
Results from the report will be available in 2019.
